Ending hunger remains a significant global challenge, and must be achieved in the context of increasingly complex and protracted humanitarian needs. Climate change and rising inequality amplify these challenges by increasing peoples vulnerability to disasters. WFPs dual mandate allows it to use a development lens in its humanitarian responses, and to align early recovery and development interventions accordingly. As a result of this dual mandate, WFPs experience in both humanitarian and development contexts allowed it to establish unique strengths and capacities for building resilience for food security and nutrition, including for contexts of protracted crises. WFP is committed to supporting countries by reaching people in need first, and ensuring that no one is left behind.
In Turkey, WFP is supporting the Government with the provision of basic needs, multi-purpose cash assistance to vulnerable refugees nationwide, in addition to the provision of food assistance to vulnerable Syrian refugees in 11 camps. Moreover, WFP is working to enhance the capacity of its national partners

ORGANIZATIONAL CONTEXT

The job holder will manage the development of new and existing partnerships with the government institutions to advocate the work of WFP as well as the relation with the implementing partner. He/she will also contribute to policy formulation and provision of technical advice to the Country Offices management within the defined area of expertise.
The job holder operates with considerable independence within their specialities and may manage a substantial team of junior professional staff. He/she will report to the Head of Programme.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Build and maintain effective relationships with representatives of government partners through appropriate channels, and participate in regular meetings
  • Provide advice to programme unit and management as required to assist them to effectively manage the relationship with the Government institution and the project implementing partners
  • Conduct policy mapping
  • Conduct negotiations with the partners and Government institutions in line with internal policies and external regulations, to reach advantageous outcomes for WFP programme and beneficiaries
  • Develop new methodologies to improve the liaison processes with both government and implementing partner, keep abreast with relevant best practises
  • Assist counterparts in government and other partners in identifying where assistance can be usefully employed and provide support and technical expertise for the planning, formulation and implementation of the assistance programmes while strengthening government and partner ownership, as well as the effectiveness of the programmes at national and sub-national levels.
  • Provide advice and support to COs on moderately complex issues to clarify ambiguities and ensure that policy and programme operations are consistent with WFP policies, Executive Board decisions, and other relevant guidance while remaining relevant and appropriate within the national context.
  • Represent WFP at all meetings at appropriate levels in such a way that advances the programmes, government partnerships strategy and objectives, and builds support for WFP activities.
  • Advise and support the development of functional training in areas of expertise to enhance the capacity of WFP and partner staff to design and deliver effective assistance programmes.
  • Contribute to preparedness actions, providing technical recommendations and guidance and advices on risks.
  • Coordinate work with Partnership and other WFPs units to ensure a consistent flow of information to align activities.
  • Contribute to formulation of WFP-wide programme policies in line with both organisational strategy and the practical realities of operating in the field;
  • Manage more junior officers/staff to ensure appropriate development and enable high performance.
  • Prepare briefing documents for senior level management meetings with donors.
  • Other as required.

STANDARD MINIMUM QUALIFICATIONS

Education and Experience: Advanced University degree in Economics, Commerce, Business Administration, Engineering, Legal or Accounting or other relevant field, or First University degree with 2 years relevant work experience and/or training/courses. OR a Bachelor’s degree with 3 years relevant work experience.

Language: Fluency (level C) in English and Turkish languages.

Residency Status: Candidates are required to be Turkish nationals.

ORGANIZATIONAL CONTEXT

These jobs are likely to be found in Headquarters (HQ), Regional Bureaux (RBs) or Country Officers (COs). Job holders in the field may report to a more senior Procurement Officer, or the Deputy Country Director or the designate. Job holders in RBs or HQ report to a more senior Procurement Officer. Job holders are likely to be working closely with a more experienced professional staff member receiving guidance and regular feedback on work performed, and heavily engaged into day-to-day procurement operations.

JOB PURPOSE

To collect, analyse and report on information to maximise efficiency of procurement operations and activities.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Support procurement programs and operational activities, (e.g. issue tenders, evaluate offers and negotiate/award contracts), following standard processes and contributing to successful procurement of food and non-food commodities or services.

  • Contribute to analysis of data to provide recommendations for process improvement.
  • Collate data and contribute to preparation of accurate and timely reports of procurement activities, to contribute to a WFP wide view that enables informed decision making and consistency of information presented to stakeholders, leading to performance optimization.
  • Support auditing of procurement activities by collating the necessary information for recommendations to be responded to appropriately to ensure conformity with compliance rules.
  • Work in close collaboration with internal counterparts to align procurement activities with wider programmes and ensure a coherent approach to meeting food assistance needs.
  • Support training of WFP staff to take a strategic and proactive approach to the procurement of food and non-food commodities and services, for example designing and reviewing training materials.
  • Guide and supervise a limited number of more junior staff, acting as a point of referral and supporting them with simple analysis and queries.
  • Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.
  • Act in an assigned emergency response capacity as required to meet emergency food assistance needs.
